school-level committees and the approval of new fee structures. The Delhi School Education (Removal of Difficulties) Order, 2026 was tabled in the Delhi Legislative Assembly during the Monsoon Session and seeks to address procedural difficulties that emerged after the Delhi School Education (Transparency in Fixation and Regulation of Fees) Act came into force in the 2025-26 academic year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One of the most significant provisions of the order is that private schools cannot impose a fresh fee increase while the new three-year fee structure is awaiting approval. Schools must continue charging the applicable fee until the next structure is formally determined under the law. The move is expected to provide greater financial predictability for families while establishing clearer responsibilities for schools and education authorities.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Why the New Order Was Introduced<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The<strong> fee regulation<\/strong> legislation required School-Level Fee Regulation Committees (SLFRCs) to be constituted by July 15th of the relevant academic year. However, the law was notified and brought into effect only on December 10th, 2025. This meant that the prescribed deadline had already passed by the time the legislation became operational.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The government has now used the removal-of-difficulties provision under Section 21 of the Act to establish a workable implementation timeline. The latest order is intended to ensure that the three-year fee cycle beginning with the 2026-27 academic year can be implemented without leaving gaps in the regulatory process.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The government also aims to prevent delays in approving a new fee structure from becoming an opportunity for schools to introduce unilateral fee increases.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Private Schools Get 10 Days to Form Committees<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Under the new order, private schools will have 10 days from the publication of the order in the Delhi Gazette to constitute their School-Level Fee Regulation Committees for the three years beginning in 2026-27.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Once a committee has been constituted, school managements will have another 14 days to submit details of their proposed fee structure for the next three academic years. The committees will subsequently examine the proposals and fix fees in accordance with the provisions of the Act.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Importantly, committees that were already constituted under the government&#8217;s December 24th, 2025 order will continue to remain valid. This avoids forcing schools that have already completed the process to start again.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>No Fresh Fee Hike During the Transition<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">For parents, the restriction on fee increases is likely to be the most consequential part of the new framework.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The order states that schools cannot charge more than the fee they were already charging from April 1st, 2025, until the fee for the next three-year block is fixed under the Act.
